Proceedings of the Meeting of the Mayor and Board of Aldermen of the City of Breaux Bridge held at the City Hall, 101 Berard Street, at 6:00 P.M. Tuesday April 10, 2018.

 

Mayor Ricky Calais called the meeting to order.  The invocation and Pledge of Allegiance were recited.

 

Present: Brenda Castille Hobbs, Howard Alexander, Ernest Ledet, and Glenn Michael Angelle

 

Upon motion of E.J. Ledet, duly seconded by Howard Alexander, and unanimously carried, the Board of Aldermen approved the minutes of the March 13, 2018 meeting.

 

Mayor Ricky Calais made the following announcement: Notice is hereby given that a public meeting of the City of Breaux Bridge will be held at the regular meeting place, the Board Room of the City of Breaux Bridge at 101 Berard Street, Breaux Bridge, Louisiana on Tuesday May 8, 2018 at 6:00 P.M. to adopt the millage rates.

 

Upon motion of Brenda Castille Hobbs, duly seconded by Glenn Michael Angelle, and unanimously carried, the Board of Aldermen approved a resolution in support of placing a memorial plaque at the Tourist Center next to the downtown bridge in honor of Councilman Gary “Bimmie” Champagne.

 

Upon motion of Glenn Michael Angelle, duly seconded by Brenda Castille Hobbs and unanimously carried, the Board of Aldermen approved that the trailer located at 295 Caleb Street be condemned and demolished due to it being in a dilapidated and hazardous condition.

 

Upon motion of Glenn Michael Angelle, duly seconded by Brenda Castille Hobbs, and unanimously carried, the Board of Aldermen opened a public hearing for Ordinance 2244 (An ordinance to amend Chapter 23 of the Code of Ordinances by the repeal, amendment, revision, enactment, and/or reenactment of Sections 23-5.10a and 23-5.11 regarding zoning regulations)

Upon motion of Howard Alexander, duly seconded by Glenn Michael Angelle, and there being no public comment, the Board of Aldermen closed the public hearing for Ordinance 2244.

 

Upon motion of Howard Alexander, duly seconded by Glenn Michael Angelle, and unanimously carried, the Board of Aldermen adopted Ordinance 2244.

 

ORDINANCE NUMBER 2244

An ordinance to amend Chapter 23 of the Code of Ordinances by the repeal, amendment, revision, enactment, and/or re-enactment of Sections 23-5.10a and 23-5.11 regarding zoning regulations.

BE IT ORDAINED by the Mayor and Board of Aldermen for the City of Breaux Bridge, Louisiana duly convened in regular session on the 10th  day of April 2018, that:

The Code of Ordinances for the City of Breaux Bridge, Louisiana be amended by the repeal, amendment, revision, enactment, and/or re-enactment of Sections 23-5.10a and 23-5.11 as follows:

Sec. 23-5.10.a. – C-1, Neighborhood Business District.

Permitted uses:  Fresh produce farmers market, coffee shop, bicycle shop, health food shop, hobby shop, bakery, small neighborhood grocery, pharmacy, credit union office, hospice office, retail parking, laundromat, mail outlet, bookstore, gift shop, flower shop, small deli and private nurseries and kindergartens.

Minimum lot area: None.

Minimum yards:  Front depth fifteen (15) feet. Front width none. Side none, provided the buildings are of fireproof construction. Otherwise a five (5) foot minimum side yard is required. Rear, none, provided the buildings are of fireproof construction or are located on non-through lots. Otherwise, a five (5) foot minimum rear yard is required.

Sec. 23-5.11. – C -2, Highway Commercial District.

Permitted uses:  Retail sales and service stores, business and professional offices, restaurants, fueling stations, convenience stores, fix-it shops, personal services shops, laundromats, amusement centers, landscape sales and services, hospitals, clinics, commercial parking,  equipment sales and services, grocery centers, recreational vehicle parks, hotels, motels, technology centers (sales and services), pharmacies, private nursery schools and kindergartens, schools, public parks, religious centers (churches, temples, synagogues, community centers), retail storage facilities, and boat/vehicle sales.

Minimum lot area: None.

Minimum yards:  Front depth twenty (20) feet. Front width none.  Side Yard none, provided the buildings are of fireproof construction. Otherwise, a five (5) foot minimum Side Yard is required. Rear Yard none, provided the buildings are of fireproof construction. Otherwise, a five (5) foot minimum Rear Yard is required.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, that all other ordinances and provisions of the Code of Ordinances for the City of Breaux Bridge, Louisiana, that are in conflict with the provisions hereof are hereby declared to be repealed to the extent any such conflict exists.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, duly convened in regular session on the 10th day of April, 2018, that the provisions of this ordinance are hereby declared to be severable, and if any provision, word, phrase, or clause of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect the validity of the remaining portions thereof.

 

 

UPON MOTION of Howard Alexander, seconded by Glenn Michael Angelle, and upon verification and assurance that the foregoing ordinance was:

  1. Introduced on March 13, 2018, at the regular meeting of the Mayor and Board of Alderman for the City of Breaux Bridge, Louisiana;
  2. Disseminated to the Mayor and all Aldermen;
  3. Published, by title, in the official journal of the City of Breaux Bridge, Louisiana, together with the notice of the time and place of its consideration for formal adoption; and
  4. Presented at a public hearing held on the 10th day of April, 2018,

The Board of Aldermen, on the 10th day of April, 2018, adopted Ordinance Number 2244 by virtue of the following votes:

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, the Board of Aldermen approved Mayor Calais’ nomination of Eddy LeBlanc to fulfill the unexpired term of Councilman for District E.

 

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, the Board of Aldermen approved a Resolution supporting The City of Breaux Bridge MPO application concerning Rees Street/I-10 Intersection Improvements along Highway 328.

 

CITY OF BREAUX BRIDGE

 

RESOLUTION

 

A RESOLUTION SUPPORTING

THE CITY OF BREAUX BRIDGE MPO APPLICATION

CONCERNING REES STREET / I-10 INTERSECTION IMPROVEMENTS

 

WHEREAS, the intersection of Rees Street and Interstate-10 plays a critical role in facilitating traffic into and around our City; and

 

WHEREAS, the City of Breaux Bridge is pursuing needed improvements to this intersection, including enhancements to Rees Street turning lanes and ramps off of and onto Interstate-10 as supported by traffic data and projections from the Louisiana Department of Transportation and Development; and

 

WHEREAS, the Louisiana Department of Transportation and Development is in support of the application submitted by the City of Breaux Bridge to the Acadiana Metropolitan Planning Commission for funding for these needed improvements.

 

NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of Breaux Bridge that it does hereby authorize the application to the Acadiana MPO and commits to the City’s required 20% funding share.

 

This Resolution shall become effective immediately upon its adoption.

By motion of Alderman Glenn Michael Angelle, duly seconded by Alderman Howard Alexander, the above Resolution was adopted by the following vote on this 10th day of April, 2018:

By consensus of the Board of Aldermen, Item #11: Consider recommendation from Zoning Commission for the rezoning of 715 Hanks Street from Residential 3 to Commercial 1 for snowball/deli stand, was tabled until the next City Council Meeting to be held on May 8, 2018.
