PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT THE CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY AUGUST 11, 2020.

Mayor Ricky J. Calais called the meeting to order, the Invocation and Pledge of Allegiance were recited.

Present: Ryan Breaux, Scotty Borel, Ernest “E.J.” Ledet, Neil Melancon, and Eddy LeBlanc

Absent: None

Monthly budget-to-actual comparisons on the General Fund, Sales Tax Funds, Park and Recreation Fund, and Utility Funds were distributed to the Councilmen and Mayor.

Upon motion of Eddy LeBlanc, duly seconded by Ernest “E.J.” Ledet and unanimously carried, the Board of Aldermen approved the minutes of the regular City Council Meeting which took place on July 14, 2020.

Judge Lori Landry gave a short presentation on her candidacy for District Attorney, 16th Judicial District Court.

District Attorney, Anthony Saleme, gave a short presentation on his candidacy for District Court Judge, Division F of 16th Judicial District Court.

Upon motion of Neil Melancon, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen opened a Public Hearing on Ordinance #2265 (An Ordinance to amend Chapter 6, Article II of the Code of Ordinances for the City of Breaux Bridge, Louisiana, by the repeal, amendment, revision, and/or re-enactment of 6-20, all relative to the adoption and promulgation of fee schedule, an effective date therof and all matters related thereto).

Mayor Ricky Calais briefly explained that this Ordinance would update the fee schedule for building permits. He said that the company the City uses for inspections, Building Code Inspection Services, has done a great job and the City would not want to lose their valuable service.

Inspector, Rodney “Cooney” Richard explained that the reason an increase is needed is due to rising costs for insurance and continuing education and certification of the employees. 

Upon motion of Scotty Borel, duly seconded by Ernest “E.J.” Ledet and unanimously carried and having no further input from the council or public, the Board of Aldermen closed the Public Hearing on Ordinance #2265.

Upon motion of Eddy LeBlanc, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen adopted Ordinance #2265 (An Ordinance to amend Chapter 6, Article II of the Code of Ordinances for the City of Breaux Bridge, Louisiana, by the repeal, amendment, revision, and/or re-enactment of 6-20, all relative to the adoption and promulgation of fee schedule, and effective date thereof and all matters related thereto).

ORDINANCE NUMBER 2265

An ordinance to amend Chapter 6, Article II of the Code of Ordinances for the City of Breaux Bridge, Louisiana, by the repeal, amendment, revision, and/or re-enactment of 6-20, all relative to the adoption and promulgation of a fee schedule, an effective date thereof and all matters related thereto.

BE IT ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, duly convened in regular session on the 11th day of August 2020, that:

Article II of Chapter 6 of the Code of Ordinances for the City of Breaux Bridge, Louisiana, be amended by the repeal, revision, and re-enactment of Section 6-20 thereof as follows:

Section 6-20. Permits and Fees.

The fees set forth in Exhibit A shall be imposed and collected by the duly designated agent of the City of Breaux Bridge, Louisiana, prior to the issuance of any building permit. In connection therewith, any applicant for a building permit shall, contemporaneously with the application, present to the said agent plans, specifications, and/or blueprints setting in precise numbers the total square footage of the proposed building. The building permit fee shall then be imposed in accordance with the schedule set forth in Exhibit A.

All outbuildings such as unattached garages, workshops, sheds, pool houses,

and the like shall be permitted on a square footage basis as set forth herein.
Furthermore, all towers, pylon signs, and related structures shall be permitted at the rate of $5.00 per $1,000.00 cost or value, with a minimum fee of $100.00.

All electrical hookup costs and any transfer of electrical services from one person or firm to another are hereby fixed at $50.00.

In the event that any person, firm, or juridical entity commences any construction activities for which a permit and the payment of fees is required, then any permit fee due shall be double the amount which would otherwise be due under the provisions of this Chapter.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, duly convened in regular session on the 11th day of August, 2020, that the provisions of this ordinance are hereby declared to be severable, and if any provision, word, phrase, or clause of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect the validity of the remaining portions thereof.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, duly convened in regular session on the 11th day of August, 2020, that this ordinance shall become effective immediately upon signature of the Mayor.

UPON MOTION of Eddy LeBlanc seconded by Neil Melancon, and upon verification and assurance that the foregoing ordinance was:

  1. Introduced on July 14, 2020, at the regular meeting of the Mayor and Board of Aldermen for the City of Breaux Bridge, Louisiana;
  1. Disseminated to the Mayor and all Aldermen;
  2. Published, by title, in the official journal of the City of Breaux Bridge, Louisiana, together with the notice of the time and place of its consideration for formal adoption; and
  3. Presented at a public hearing held on the 11th day of August, 2020,

The Board of Aldermen, on the 11th day of August, adopted Ordinance Number 2265 by virtue of the following votes:

Upon motion of Ryan Breaux, duly seconded by Ernest “E.J.” Ledet, and unanimously carried, the Board of Aldermen introduced Ordinance #2266 (An Ordinance to amend Chapter 23 of the Code of Ordinances by repeal, amendment, revision, enactment, and/or re-enactment of Sections 23-5.16.5, regarding sign requirements in C-5, Interstate 10 Commercial Corridor and Gateway District).

Upon motion Ernest “E.J.” Ledet, duly seconded by Scotty Borel and unanimously carried, the Board of Aldermen approved the recommendation of Chief Cantu to hire Skylar Batiste as a dispatcher for the Police Department.

Upon motion of Ernest “E.J.” Ledet, duly seconded by Eddy LeBlanc and unanimously carried, the Board of Aldermen approved Mayor Calais to purchase the building and property located at 215 Refinery Street for the approximate cost of $230,000.00.

Upon motion of Ernest “E.J.” Ledet, duly seconded by Eddy LeBlanc and unanimously carried, the Board of Aldermen adjourned the meeting.
