PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAU BRIDGE HELD AT THE CITY  HALL, 101 BERARD STREET, AT 6:00 P.M. ON WEDNESDAY, FEBRUARY 14, 2018.

Mayor Ricky Calais called the meeting to order, the Invocation and Pledge of Allegiance were recited.

Present:  Brenda Castille Hobbs, Howard Alexander, Ernest Ledet, Glenn Michael Angelle and Gary Champagne

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander, and unanimously carried, the Board of Aldermen approved the following addition and deletion to the February Meeting Agenda:

Item #15:  Cost of Martin Luther King signs

Item #14:  Deleted (matter resolved)

Upon motion of Gary Champagne, duly seconded by Glenn Michael Angelle, and unanimously carried, the minutes of the January 9, 2018 City Council meeting were approved.

Upon motion of Gary Champagne, duly seconded by Glenn Michael Angelle, and unanimously carried, the Board of Aldermen Introduced Ordinance #2243.  (An ordinance approving and adopting an Amendment to the Master Plan to include the following project:  (1) Construction of turning lane on Rees Street to access frontage road northeast of I-10 interchange in anticipation of future commercial development, to be funded through the use of tax proceeds generated by the special tax imposed by Sales Tax District No. 1 of the City of Breaux Bridge, State of Louisiana.) The public hearing will be held at the next council meeting scheduled for March 13, 2018.

Upon motion of Howard Alexander, duly seconded by Brenda Castille Hobbs, and unanimously carried, the Board of Aldermen approved a Resolution renaming Refinery Street Bridge to St. Francis Bridge.

 

CITY OF BREAUX BRIDGE

RESOLUTION NO. 2018-101

A RESOLUTION OFFICIALLY NAMING REFINERY STREET BRIDGE AS

  1. FRANCIS BRIDGE

WHEREAS, the Refinery Street bridge plays a significant role in providing a transportation alternative for our citizens and visitors; and

WHEREAS, the Refinery Street bridge has a strong connection to St. Francis Church through its proximity to the church and in their shared patrons; and

NOW THEREFORE BE IT RESOLVED that the Board of Aldermen of the City of Breaux Bridge does hereby recognize this connection by officially naming the bridge located on Refinery Street as St. Francis Bridge.

This Resolution shall become effective immediately upon its adoption.

By motion of Aldermen Howard Alexander, duly seconded by Aldermen Brenda Castille Hobbs, the above Resolution was adopted by the following vote on this 14th day of February, 2018:

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander, and unanimously carried, the Board of Aldermen authorized the Mayor to advertise, accept and award the bid for the restroom facilities for Carl Williams Park with funding for said park to be provided by the City Parish Recreation Funds.

Upon motion of Gary Champagne, and duly seconded by Howard Alexander and unanimously carried the Board of Aldermen approved that Mayor Calais purchase 75 additional water meters.

Upon motion of Gary Champagne, and duly seconded by Glenn Michael Angelle  and unanimously carried the Board of Aldermen approved that we accept the request from Neighbors Investments, LLC to accept the Act of Dedication of Servitude(s) as it‘s in  respects Atchafalaya Trace Subdivision.

ACKNOWLEDGMENT AND ACCEPTANCE

STATE OF LOUISIANA

PARISH OF ST. MARTIN

WHEREAS, the Board of Alderman, at a meeting held on February 14, 2018, entertained a request from NEIGHBORS INVESTMENTS, LLC to accept the Act of Dedication of Servitude(s) executed on behalf of NEIGHBORS INVESTMENTS, LLC on January 15, 2018 (“Act of Dedication”) as it respects ATCHAFAYALYA TRACE SUBDIVISION, as shown and delineated on the plat of survey (see Subdivision Plat approved by the City of Breaux Bridge dated November 20, 2017 and November 21, 2017 by the City of Breaux Bridge’s representatives and filed of record on November 27, 2017 under Entry No. 513741 of the records of St. Martin Parish, Louisiana);

            WHEREAS, the Board of Alderman agreed to accept the dedication of the servitudes, subject to the terms and conditions set forth in the Act of Dedication, and including the platted portions of the streets designated as Bayou Trace, River Road, and Captain’s Row for and on behalf of the CITY OF BREAUX BRIDGE, LOUISIANA, the inhabitants thereof, the general public, and whomsoever it may concern and interest, subject to written verification by the City Engineer for the CITY OF BREAUX BRIDGE, LOUISIANA, that the streets comply with its recommendations and all other standards, specifications, ordinances and resolutions of the CITY OF BREAUX BRIDGE, LOUISIANA;

WHEREAS, on February 14, 2018, the Board of Alderman authorized Ricky Calais, Mayor of the CITY OF BREAUX BRIDGE, LOUISIANA, to sign all documents to effectuate acceptance of the formal dedication of the aforesaid servitudes;

WHEREAS, Ricky Calais, Mayor of the CITY OF BREAUX BRIDGE, LOUISIANA, has been assured, in writing, by the City Engineer that the streets in question have been constructed in accordance with his recommendations and all other standards, specifications, ordinances, and resolutions of the CITY OF BREAUX BRIDGE, LOUISIANA;

WHEREAS, Ricky Calais, Mayor of the CITY OF BREAUX BRIDGE, LOUISIANA, has satisfied himself that the above referenced plat of survey is in substantial compliance with La. R.S. 33:5051; and

WHEREAS, Ricky Calais, Mayor of the CITY OF BREAUX BRIDGE, LOUISIANA, has been assured by the City Engineer that all utilities which fall within the boundaries of the aforesaid servitudes have also been constructed in accordance with the engineer’s recommendations and all other standards, specifications, ordinances and resolutions of the CITY OF BREAUX BRIDGE, LOUISIANA:

NOW, THEREFORE, acting in his official capacity as the Mayor of the CITY OF BREAUX BRIDGE, LOUISIANA, and in accordance with authorization granted by the Board of Alderman at its meeting on February 14, 2018, the Honorable Ricky Calais does hereby accept the foregoing dedication of the streets, utility servitudes, drainage and other easements and other rights and interests granted to the CITY OF BREAUX BRIDGE, LOUISIANA identified on the above referenced survey for and on behalf of the CITY OF BREAUX BRIDGE, LOUISIANA, the inhabitants thereof, the public in general, and whomsoever it may concern and interest, it being expressly understood that this acceptance is pursuant to the specific terms and conditions specified in the foregoing Act of Dedication of Servitude(s) executed by NEIGHBORS INVESTMENTS, LLC on January 15, 2018.

Upon motion of Gary Champagne, and duly seconded by Glenn Michael Angelle and unanimously carried the Board of Aldermen approved a Resolution and Notice of Acceptance authorizing and directing the Mayor to execute for and on behalf of the City of Breaux Bridge, an Act of Acceptance and Notice of Acceptance from C-Core, Inc. of Rayne, La, Contractor pertaining to the completion of the Claude Street Drainage Improvements for the City of Breaux Bridge.

 

 

Resolution of Acceptance

 

A resolution authorizing and directing the Mayor to execute for and on behalf of the City of Breaux Bridge, Louisiana an Act of Acceptance from C-Core, Inc., of Rayne, LA, Contractor, pertaining to the completion of the Claude Street Drainage Improvements for the City of Breaux Bridge, LA.

 

Whereas, C-Core, Inc., as Contractor, has substantially completed the Claude Street Drainage Improvements Project for the City of Breaux Bridge, Louisiana, in accordance with the plans and specifications contained in the Contract Documents pertaining thereto; and

 

Whereas, the City of Breaux Bridge, Louisiana acting through its Mayor and Councilmen, desires to accept the completed work;

 

Now, therefore, it be resolved by the Councilmen of the City of Breaux Bridge, Louisiana, acting as the governing authority for the said City of Breaux Bridge, that the Mayor, be and he is hereby empowered, authorized and directed to execute an Act of Acceptance for and on behalf of the City of Breaux Bridge, Louisiana, accepting the work as being complete, and that he be authorized and directed to have a copy of said Acceptance recorded in the Conveyance Records of the Parish of St. Martin, State of Louisiana.

 

The foregoing resolution was offered by Gary Champagne and

seconded by Glenn Michael Angelle.

 

This resolution having been submitted to a vote, the vote thereon was as follows:

NOTICE OF ACCEPTANCE

 

TO ALL WHOM IT MAY CONCERN, and especially to all subcontractors, workmen, laborers, mechanics, and furnishers of materials:

 

Public Notice is hereby given according to law that the undersigned Owner has accepted, as substantially complete, the work done on the Claude Street Drainage Improvements by C-Core, Inc., Contractor, under his contract with the City of Breaux Bridge, Louisiana, dated September 28, 2017, and recorded under Inst. No. _512346_______ in the Records of the Clerk of Court, Parish of St. Martin, Louisiana;

 

All subcontractors, workmen, laborers, mechanics, and furnishers of materials must assert whatever claim they may have against the said Contractor, growing out of the execution of said Contract, according to law, within 45 days from registration hereof.

Upon motion of Ernest Ledet, and duly seconded by Howard Alexander and unanimously carried the Board of Aldermen  approved funding for Martin Luther King signs to be installed along Berard Street in honor of Dr. King. It will become a Memorial Parkway from East Bridge Street to  Martin Street and Mills Avenue.

Upon motion of Howard Alexander, and duly seconded by Glenn Michael Angelle and unanimously carried, the meeting was adjourned.
