PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT THE CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY, JANUARY 14, 2020.

Mayor Ricky Calais called the meeting to order, the Invocation and Pledge of Allegiance were recited.

Present:  Ryan Breaux, Scotty Borel, Ernest “E. J.” Ledet, Neil Melancon and Eddy LeBlanc.

Absent:  None

Monthly budget-to-actual comparisons on the General Fund, Sales Tax Funds, Park and Recreation Fund, and Utility Funds were distributed to the Councilmen and Mayor.

Upon motion of Ernest “E. J.” Ledet, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen approved the following addition to the agenda:

            Item #12:         Consider introducing Ordinance #2259 (An ordinance to amend the                                                Municipal Budget of the City of Breaux Bridge, Louisiana for the fiscal                                         year ending June 30, 2020 according to the terms and figures contained in                                      the attached identified as Exhibit “A”)

            Item #13:         Consider authorizing the mayor to award and accept bids for Water Main

                                    Extension –Part D: South Poydras Street project.

            Item #14:         Consider authorizing the Mayor to advertise and award bids for the Martin          

                                     Street Sidewalk Project.

Upon motion of Scotty Borel, duly seconded by Neil Melancon, and unanimously carried the Board of Aldermen approved the request to allow Melvin Davis and Matthew Noel 9 months, beginning January 15, 2020, to bring the structure at 414 West Bridge Street up to code compliant.  Licensed contractors are required to conduct the work. Building, Electrical, Plumbing and Mechanical permits are required.  Inspections are to be requested through Building Codes Inspection Services (BCIS).

No one in attendance to represent the property at 1107 Grant Street, per City Attorney re-issue Rule to Show Cause.  Rodney “Cooney” Richard, building codes inspector to speak on behalf of the inspection report at the February 11, 2020 Council Meeting.

Lee Durio, attorney representing the property at 219 Brick Street was in attendance, spoke to the council and expressed his unsuccessful attempts to find and make contact with a living relative to the property owner, Evelyn Melancon who is deceased.  Per City Attorney, re-issue Rule to Show Cause to Lee Durio, representing attorney.  Rodney “Cooney” Richard, building codes inspector to speak on behalf of the inspection report at the February 11, 2020 Council Meeting.

Upon motion of E.J. Ledet, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen approved the minutes of the December 10, 2019 City Council meeting.

Upon motion of E.J. Ledet, duly seconded by Ryan Breaux, and unanimously carried, the Board of Aldermen authorized the Mayor to advertise and award bids for the Martin Street Sidewalk Project.

Alderman Scotty Borel was asked to be excused from the meeting and was absent from any actions from this point forward.

Report from CLECO concerning maintenance, inspections, and equipment upgrades as specified in contract with the City of Breaux Bridge was presented by Willie Bergeron.

Upon motion of Ryan Breaux, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen approved introducing Ordinance #2258 (An ordinance to amend Chapter 3, Article I of the Code of Ordinances for the City of Breaux Bridge, Louisiana, by the repeal, amendment, revision, enactment, and/or re-enactment of Sections 3-1 and 3-7, relative to alcoholic beverages.

Upon motion of Eddy LeBlanc, duly seconded by E.J. Ledet and unanimously carried, the Board of Aldermen approved authorizing the hiring of Sharay Arabie as a Patrol Officer.

Upon motion of Neil Melancon, duly seconded by E.J. Ledet and unanimously carried, the Board of Aldermen approved authorizing the Police Department to upgrade its portable radio equipment at an approximate cost of $28,000.00 using their special equipment fund.

Upon motion of Ryan Breaux, duly seconded by Eddy LeBlanc and unanimously carried, the Board of Aldermen introduced Ordinance #2259 (An ordinance to amend the Municipal Budget of the City of Breaux Bridge, Louisiana for the fiscal year ending June 30, 2020 according to the terms and figures contained in the attached identified as Exhibit “A”).

Upon motion of Neil Melancon, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen authorized the Mayor to accept and award the bid for the Water Main Extension-Part D: South Poydras Street project to Bihm Construction Company, Inc. of Opelousas, Louisiana in the amount of $122,387.00.

Upon motion of Neil Melancon, duly seconded by E.J. Ledet and unanimously carried, the meeting was adjourned.
