PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT THE CITY  HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY, JUNE 12, 2018

Mayor Ricky Calais called the meeting to order, the Invocation and Pledge of Allegiance were recited.

Present:  Brenda Castille Hobbs, Howard Alexander, Ernest  Ledet, Eddy Leblanc                     and Glenn Michael Angelle

Absent:     None

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, Item #17 – Act of Dedication of property on Grand Point Road and Item #18 Abandonment of Daniel Street was added to the agenda.

 

Upon motion of Ernest J. Ledet, duly seconded by Howard Alexander and unanimously carried, the minutes of the May 8, 2018 council meeting were approved.

 

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, the rule to show cause on the property located at 110 W. Brant Street was tabled for the next regular council meeting.

 

Upon motion of Ernest J. Ledet, duly seconded by Glenn Michael Angelle and unanimously carried, the property located at 1010 Begnaud Street was deemed Condemned and was granted 60 days to demolish.

 

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, Ordinance #2245 (BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE, LOUISIANA THAT THE MUNICIPAL BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2018 BE AMENDED ACCORDING TO THE TERMS AND FIGURES CONTAINED IN THE ATTACHED EXHIBIT IDENTIFIED AS “EXHIBIT A”) was introduced and the public hearing was approved to be held at the June 19, 2018 special meeting.

Upon motion of Howard Alexander, duly seconded by Glenn Michael Angelle and unanimously carried, Ordinance #2246 (BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE, LOUISIANA THAT THE MUNICIPAL BUDGET FOR FISCAL YEAR ENDING JUNE 30, 2019 BE ADOPTED ACCORDING TO THE TERMS AND FIGURES CONTAINED IN THE ATTACHED EXHIBIT IDENTIFIED AS “EXHIBIT A”)was introduced and the public hearing was approved to be held at the June 19, 2018 special meeting.

Upon motion of Ernest J. Ledet, duly seconded by Howard Alexander and unanimously carried, the council approved the Zoning Commission’s recommendation to rezone the property located at 365 Cannery Road from C-2 to I-1 for Light Manufacturing.

Upon motion of Howard Alexander, duly seconded by Glenn Michael Angelle and unanimously carried, the council approved the recommendation of Chief Rollie Cantu to hire Mason Guidry, Marilyn Calais, Steven David, Blake Aleman and Craig Adams as full time Police Officers, Veronie Sam as Reserve Officer and Karrie Hannan as full time Dispatcher with the Breaux Bridge Police Department.

Upon motion of Glenn Michael Angelle, duly seconded Howard Alexander and unanimously carried, the council approved awarding the bid on the E. Bridge & Kelli Drive Sewer Extension Project to the low bidder MP Dumesnil Construction Co., LLC in the amount of $687,558.50.

Upon motion of Howard Alexander, duly seconded by Glenn Michael Angelle and unanimously carried, the council authorized Mayor Ricky Calais to accept Part B of the Sewer Extension (I-10 Service Road) Project contingent upon recommendation of the City Engineer.

Upon motion of Brenda Castille Hobbs, duly seconded by Howard Alexander and unanimously carried, the council authorized Mayor Ricky Calais to accept the reconstruction of Bear Creek Road Project contingent upon recommendation of the City Engineer.

Upon motion of Glenn Michael Angelle duly seconded by Howard Alexander and unanimously carried, the council approved to accept the request  from Vickie Simon, Harry Joseph Simon, Ruby Boutte Simon, Amy Lynn Guidry Breaux, Gary James Latiolais, Allison Simon Latiolais and Dianne Latiolais and accept the Act of Dedication of Servitude(s) executed on behalf of Vickie Simon, Harry Joseph Simon, Ruby Boutte Simon, Amy Lynn Guidry Breaux, Gary James Latiolais, Allison Simon Latiolais and Dianne Latiolais as the City of Breaux Bridge only accepts the “10’ Utility Servitude on the Grand Point Road Right-of-Way.

Upon motion of Ernest J. Ledet, duly seconded by Glenn Michael Angelle and unanimously carried, the council approved Act of Abandonment of the portion of Daniel Street located south of Caleb Street being enclosed by the letters C, D, E, F, G and C as shown on that plat of survey by Alfred Fuselier dated February 18, 1978 and recorded under Entry No. 183158 of the records of St. Martin Parish, Louisiana.  Said tract of land is bounded now or formerly as follows:  North by Caleb Street, South by Michel Broussard or assigns; West by Lot 69 of Extension of Lulu’s Subdivision; and East by Lot 70 of Extension of Lulu’s Subdivision (the “Subject Property”).

Upon motion of Glenn Michael Angelle, duly seconded by Howard Alexander and unanimously carried, the Resolution on the Act of Servitude with Tony Robin Jr. and Clara Robin was added as item #19 of the Agenda.

Upon motion of Brenda Castille Hobbs, duly seconded by Ernest J. Ledet and unanimously carried, the following Resolution was adopted:

CITY OF BREAUX BRIDGE
RESOLUTION

A RESOLUTION AUTHORIZING AND DIRECTING MAYOR RICKY CALMS TO
EXECUTE FOR AND ON BEHALF OF THE CITY OF BREAUX BRIDGE, LOUISIANA AN
ACT OF SERVITUDE WITH TONY ROBIN, JR. AND CLARA ROBIN

WHEREAS, the members of the Board of Aldermen of the City of Breaux Bridge discussed the adoption of a resolution which would allow for Mayor Ricky Calais to execute, on behalf of the City of Breaux Bridge, Louisiana, an Act of Servitude with Tony Robin, Jr. and Clara Robin;

WHEREAS, Tony Robin, Jr. and Clara Robin has agreed to grant to the City of Breaux Bridge servitudes for drainage;

WHEREAS, the servitudes to be granted will benefit the City of Breaux Bridge and its residents;

WHEREAS, in consideration of the granting of the servitudes by Tony Robin, Jr. and Clara Robin, the City of Breaux Bridge seeks to indemnify Tony Robin, Jr. and Clara Robin for damages to the bulkhead located on their property burdened by said servitude;

WHEREAS, all the terms and conditions of the proposed Servitudes and waiver of assessments have been memorialized in the document entitled ACT OF SERVITUDE, a copy of which was presented to the Board of Aldermen as part of this proposed resolution;

WHEREAS, on this 12th day of June, 2018, the Board of Aldermen of the City of Breaux

Bridge, Louisiana, did meet in open and regular session in order to consider this Resolution; and

NOW, THEREFORE, IT BE RESOLVED that, We, the Board of Alderman of the City of Breaux Bridge, acting as the governing authority for the said City of Breaux Bridge, that Mayor Ricky Calais, be and he is hereby empowered, authorized and directed to execute an Act of Servitude for and on behalf of the City of Breaux Bridge, Louisiana, and that he be authorized and directed to have said Act recorded in the Conveyance Records of the Parish of St. Martin, State of Louisiana.

This Resolution shall become effective immediately upon its adoption.

By motion of Aldermen   Brenda Castille Hobbs, duly seconded by Aldermen Eddy LeBlanc, the above Resolution was adopted by the following vote on this 12th day of June, 2018:
