PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY, MAY 14, 2024. Mayor Ricky Calais called the meeting to order, the invocation and the Pledge of Allegiance were recited. Monthly budget-to-actual comparisons on the General Funds, Sales Tax Funds, Park and Recreation Fund and Utility Funds were distributed to the councilmen and Mayor. Upon motion of Albert Menard, duly seconded by Scotty Borel, and unanimously carried, the Board of Aldermen approved the following addition to the May Meeting Agenda: Item #19 : Approve or deny authorizing Mayor Calais to accept and sign amended plat for Parc Ridge Subdivision, Phase III. Present: Scotty Borel, Albert Menard, Neil Melancon and Eddy Leblanc. Absent: Ryan Breaux Upon motion of Albert Menard, duly seconded by Neil Melancon, and unanimously carried the minutes of the April 9, 2024 meeting of the Mayor and Board of Aldermen were approved. Upon motion of Albert Menard, duly seconded by Eddy Leblanc, and unanimously carried, the Board of Aldermen adopted a Resolution and Notice of Acceptance with CO-D Construction for the Visitor’s Center Teche Erosion Control Project. Resolution of Acceptance A resolution authorizing and directing the Mayor to execute for and on behalf of the City of Breaux Bridge, Louisiana an Act of Acceptance from CO-D Construction of Louisiana, LLC, of St. Martinville, LA, Contractor, pertaining to the completion of the Visitor’s Center Teche Erosion Control Project for the City of Breaux Bridge, LA. Whereas, CO-D Construction of Louisiana, LLC., as Contractor, has substantially completed the Visitor’s Center Teche Erosion Control Project for the City of Breaux Bridge, Louisiana, in accordance with the plans and specifications contained in the Contract Documents pertaining thereto; and Whereas, the City of Breaux Bridge, Louisiana acting through its Mayor and Councilmen, desires to accept the completed work; Now, therefore, it be resolved by the Councilmen of the City of Breaux Bridge, Louisiana, acting as the governing authority for the said City of Breaux Bridge, that the Mayor, be and he is hereby empowered, authorized and directed to execute an Act of Acceptance for and on behalf of the City of Breaux Bridge, Louisiana, accepting the work as being complete, and that he be authorized and directed to have a copy of said Acceptance recorded in the Conveyance Records of the Parish of St. Martin, State of Louisiana. The foregoing resolution was offered by Albert Menard and seconded by Eddy LeBlanc. This resolution having been submitted to a vote, the vote thereon was as follows: Yeas Scotty Borel, Albert Menard, Neil Melancon, Eddy LeBlanc Nays None Absent Ryan Breaux And the resolution was declared adopted on this the 14th day of May, 2024. Attest: By_______________________________ By Secretary Mayor NOTICE OF ACCEPTANCE TO ALL WHOM IT MAY CONCERN, and especially to all subcontractors, workmen, laborers, mechanics, and furnishers of materials: Public Notice is hereby given according to law that the undersigned Owner has accepted, as substantially complete, the work done on the Visitor Center Teche Erosion Control Project by CO-D Construction of Louisiana, LLC., Contractor, under his contract with the City of Breaux Bridge, Louisiana, dated April 4, 2024, and recorded under Book No. 1777, page 30 in the Records of the Clerk of Court, Parish of St. Martin, Louisiana; All subcontractors, workmen, laborers, mechanics, and furnishers of materials must assert whatever claim they may have against the said Contractor, growing out of the execution of said Contract, according to law, within 45 days from registration hereof. Upon motion of Albert Menard, duly seconded by Neil Melancon, and unanimously carried, the Board of Aldermen approved that the policies and procedures manual be modified as required by state. Upon motion of Albert Menard, duly seconded by Scotty Borel, and unanimously carried, the Board of Aldermen approved the request of Chief LeBlanc to fund the registration of three motorcycles. Upon motion of Albert Menard, duly seconded by Eddy Leblanc, and unanimously carried, the Board of Aldermen approved a Resolution to authorize Mayor Calais to move forward with legal action on behalf of City and against owners of Lot 55 of Armentine Cove Subdivision for expropriation of drainage servitude for Armentine Cove Drainage Outfall Project. Upon motion of Albert Menard, duly seconded by Scotty Borel, and unanimously carried, the Board of Aldermen opened a public hearing for Ordinance 2296 (An ordinance to amend Chapter 23 of the Code of Ordinances, the Zoning Ordinance, by the repeal, amendment, revision, enactment, and/or re-enactment of Section 23-5.5 and 23-5.18.3 regarding zoning regulations applicable to R-4 concerning mobile homes, installation standards for mobile homes and matters related thereto.) Planning and zoning director, Jeremy Broussard explained the changes that were being made to this ordinance. One of the changes is to include the words “mobile home,” which was left out of the ordinance due to an oversight. The second change was making the maximum age of allowed mobile homes to be 10 years. Upon motion of Eddy LeBlanc, duly seconded by Albert Menard, and unanimously carried, there being no public input the public hearing on Ordinance #2296 was closed.
