PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY, FEBRUARY 10, 2026. Mayor Ricky Calais called the meeting to order, the invocation and the pledge of Allegiance were recited. Monthly budget-to-actual comparisons on the General Funds, Sales Tax Funds, Park and Recreation Funds, and Utility Funds were distributed to the councilmen and Mayor. PRESENT:  Ryan Breaux, Neil Melancon and Eddy Leblanc. ABSENT:  Scotty Borel and Albert Menard. Upon motion of Ryan Breaux, duly seconded by Eddy Leblanc and unanimously carried, the Board of Aldermen approved the deletion of the following items to the agenda:             #7 Rules to show cause: Upon motion of Neil Melancon, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen approved the minutes of the January 13, 2026, City Council Meeting.  Upon motion of Ryan Breaux, duly seconded by Neil Melancon and unanimously carried, the Board of Alderman accepted the request by Atchafalaya Trace Subdivision Phase IV to get Final Plat approval. For all improvements that are not completed at the time of Final Plat approval, the Planning Committee has set the amount of no less than 125% of cost to construction; no longer than 2 years to be completed; and must be secured with an Irrevocable Line of Credit (ILOC). Upon motion of Ryan Breaux, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen opened a public hearing for Ordinance #2321 (An ordinance to rezone to a C-1 Zoning District, as described in Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.10, lots abutting Berard Street as follows: all lots abutting the West side of Berard Street from Ledoux Street to Courthouse Street, less and except that parcel owned by the City of Breaux Bridge identified as Parcel No. 06901J3734 of the St. Martin Parish Assessor; all lots abutting the East side of Berard Street from Refinery Street to Patin Street; lots abutting the East side of Berard Street situated South of Patin Street bearing municipal addresses of 113 Patin Street, 418 Berard Street, 420 Patin Street, and 428 Berard Street; and lots abutting the East side of Berard Street situated North of Refinery Street bearing municipal addresses of 102 Refinery and 806 Berard Street, all of which are located within the corporate limits of the City of Breaux Bridge and more particularly identified as outlined in “red” on map attached hereto and made a part hereof as Exhibit “A,” and further to amend the official zoning map of the City of Breaux Bridge, as provided for in Sec. 23-3.3, to reflect same; and matters related thereto and in furtherance thereof.) Mayor Calais explained that this ordinance is similar to a previous one passed by the council to rezone parts of Grand Point and Main Street.Planning and Zoning Director, Jeremy Broussard explained that the proposed C-1 designation is a mixed-use district, which fits this area. He explained that there is currently a mix of residential and commercial properties in this area. Mayor Calais stated that residential lots in this area are prohibited from getting permits for renovations or additions because they are in a commercial zone.  This change would allow those homeowners to access these permits. Upon motion of Eddy Leblanc, duly seconded by Ryan Breaux and unanimously carried, and there being no further input, the Board of Aldermen closed the public hearing for Ordinance # 2321. Abest:  None Upon motion of Albert Menard, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen added the following item to the agenda:             #13: Introduce Ordinance #2325 (An ordinance to rezone lots from a C-2 Zoning District to a R-1 Zoning District, as described in Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.2, two lots located at 425 Gaston Street being identified as Parcel No. 06901K4923 and 06901G1121 of the St. Martin Parish Assessor and further to amend the official zoning map of the City of Breaux Bridge, as provided for in Sec. 23-3.3, to reflect same; and matters related thereto and in furtherance thereof.) Upon motion of Neil Melancon, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen approved the minutes of the February 10, 2026, City Council Meeting. The Board of Aldermen brought a rule to show cause for the property at 403 11th Street to the table.Compliance Coordinator Bianca Faulk explained that she did not receive any responses from the property owners, nor were they present at the meeting. Councilman Menard recommended that the Council condemn the property so the City could take action to clean it up. Inspector Rodney Richard recommend that because this property is in a dilapidated, unsafe state, the Council should condemn and move to demolish after the allotted amount of days.Councilman Melancon stated that the first complaint he received was in May 2021.  He stated that the Council and City have been more than fair in giving the property owners time to take action to correct the issues. Upon motion of Neil Melancon, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen approved the condemnation of the property at 403 11th Street, further moving that the owners be given 30 days to take action to bring the property to code and after 30 days, the City would have the authority to demolish the structure. The Boad of Aldermen brought a rule to show case for the property at 401 Gravouia Drive to the table.Compliance Coordinator Bianca Faulk explained that conversations with the property owner about the issues have been going on since 2021.  She explained that in April of 2024 2 citations were issued, but no action was taken.Councilman Melancon asked if there were utilities connected to the home. The property owner replied that there were no utilities connected.Inspector Richard stated that the condition of this property would be classified as a blighted property. Because of this, the City could allow a certain amount of time to the owner to clean up the property and, if not done by that time, the City could go in and clean up the property.Upon motion of Neil Melancon, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen granted the property owner of 401 Gravouia Drive 30 days to clean up the property to code, and if not done after those 30 days, the City would have the authority to clean up the property. Upon motion of Albert Menard, duly seconded by Scotty Borel and unanimously carried, the Board of Aldermen adopted a Resolution supporting the City of Breaux Bridge application to the Acadiana Metropolitan Planning Organization regarding the Berard Street Sidewalk Project. RESOLUTION CITY OF BREAUX BRIDGE A RESOLUTION SUPPORTING THE CITY OF BREAUX BRIDGE APPLICATION TO THE ACADIANA METROPOLITAN PLANNING ORGANIZATION REGARDING THE BERARD STREET SIDEWALK PROJECT WHEREAS,   the City of Breaux Bridge has received approval of its application to construct sidewalks along Berard Street (Highway 31) from Refinery Street to Mills Avenue; and WHEREAS,   this addition to our sidewalk network will enhance pedestrian traffic and more effectively connect sections of our community; and WHEREAS,   the City of Breaux Bridge agrees to assume full responsibility for the required match, for design and construction engineering and inspection, for managing and maintaining the project, and for legal liability incurred as a result of the project; and WHEREAS,  on this 10th day of March, 2026, the Board of Aldermen of the City of Breaux Bridge, Louisiana, did meet in open and regular session in order to consider this Resolution; and NOW THEREFORE BE IT RESOLVED that the Board of Aldermen of the City of Breaux Bridge authorizes and directs Mayor Ricky J. Calais to request the assistance of and funding from the Acadiana Metropolitan Planning organization and the Louisiana Department of Transportation and Development in support of the construction of the Berard Street sidewalks from Refinery Street to Mills Avenue. This Resolution shall become effective immediately upon its adoption. By motion of Aldermen Albert Menard, duly seconded by Aldermen Scotty Borel, the above Resolution was adopted by the following vote on this 10th day of March, 2026: YEAS: Ryan Breaux, Scotty Borel, Albert Menard, Neil Melancon, Eddy LeBlancNAYS: None ABSENT: None          ABSTAIN: None                                                                                AND THIS RESOLUTION was declared adopted as of the 10th day of March, 2026.
