PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT THE CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY,  APRIL 14,2026

Mayor Ricky Calais called the meeting to order; the Invocation and the Pledge of Allegiance were recited.

Present: Ryan Breaux, Albert Menard, and Eddy Leblanc

Absent: Scotty Borel and Neil Melancon

Upon motion of Albert Menard, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen approved the deletion and rewording of the following item to the agenda:

#7 – Adopt a Resolution in support of an application to the Lafayette MPO regarding the resurfacing of Rees Street (State highway 328) from E Bridge Street to Refinery Street

Upon motion of Albert Menard, duly seconded by Eddy LeBlanc and unanimously carried, the Board of Aldermen approved the deletion of the following item to the agenda:

#8 – Adopt ordinance #2323 (An Ordinance to declare vacant lot located at 329 Berard Street, Breaux Bridge, Louisiana 70517 not needed for any public purpose and to dispose of such property by private sale to Jerry Hale for $2,000 (appraised price), and matters related thereto.)

Upon motion of Ryan Breaux, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen approved the minutes of the March 10, 2026, City Council Regular Metting.

Upon motion of Albert Menard, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen adopted a Resolution supporting of the application to Lafayette MPO regarding the Rees Street sidewalk improvement.

RESOLUTION

CITY OF BREAUX BRIDGE

A RESOLUTION SUPPORTING THE CITY OF BREAUX BRIDGE APPLICATION TO THE ACADIANA METROPOLITAN PLANNING ORGANIZATION / DOTD REGARDING THE REES STREET SIDWALK IMPROVEMENTS PROJECT

WHEREAS,   Rees Street is a major route for pedestrian traffic within the City limits of the City; and

WHEREAS,   the sidewalks along Rees Street from Refinery Street to E Bridge Street would benefit from upgrading to ADA standards; and

WHEREAS,   the City of Breaux Bridge is eligible to apply to the Acadiana Planning Commission and Lafayette MPO for Federal funding under the Feder Pavement Preservation Program; and

WHEREAS,  the City agrees to assume full responsibility for the required match, for design and construction engineering and inspection, for managing and maintaining the project, and for legal liability incurred because of the project; and

WHEREAS,  on this 14th day of April, 2026, the Board of Aldermen of the City of Breaux Bridge, Louisiana, did meet in open and regular session in order to consider this Resolution; and

NOW THEREFORE BE IT RESOLVED that the Board of Aldermen of the City of Breaux Bridge authorizes and directs Mayor Ricky J. Calais to request the assistance of and funding from the Acadiana Metropolitan Planning organization and the Louisiana Department of Transportation and Development in support of the improvements to sidewalks along Rees Street from Refinery Street to E Bridge Street.

This Resolution shall become effective immediately upon its adoption.

By motion of Aldermen Alber Menard, duly seconded by Aldermen Ryan Breaux, the above Resolution was adopted by the following vote on this 14th day of April, 2026:

Upon motion of Albert Menard, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen opened public hearing on Ordinance #2325 (An ordinance to rezone lots from a C-2 Zoning District to a R-1 Zoning District, as described in Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.2, two lots located at 425 Gaston Street being identified as Parcel No. 06901K4923 and 06901G1121 of the St. Martin Parish Assessor and further to amend the official zoning map of the City of Breaux Bridge, as provided for in Sec. 23-3.3, to reflect same; and matters related thereto and in furtherance thereof.)

Planning and Zoning Director, Jeremy Broussard explained the Ordinance further.

Upon motion of Ryan Breaux, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen, with no further input, the hearing was closed.

Upon motion of Ryan Breaux, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen adopted Ordinance #2325.

ORDINANCE NUMBER 2325

An ordinance to rezone lots from a C-2 Zoning District to a R-1 Zoning District, as described in Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.2, two lots located at 425 Gaston Street being identified as Parcel No. 06901K4923 and 06901G1121 of the St. Martin Parish Assessor and further to amend the official zoning map of the City of Breaux Bridge, as provided for in Sec. 23-3.3, to reflect same; and matters related thereto and in furtherance thereof.

BE IT ORDAINED by the Mayor and Board of Alderman for the City of Breaux Bridge, Louisiana duly convened in regular session on the 14th day of April, 2026, that:

The regulations for the R-1 Zoning District, as set forth Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.2, as may be amended from time to time, shall hereafter apply to two certain lots located at 425 Gaston Street, being identified as Parcel Nos. 06901K4923 and 06901G1121 of the St. Martin Parish Assessor. 

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, that the City Clerk of the City of Breaux Bridge is hereby directed to file with the Chairman of the Planning Commission a copy of this ordinance that amends the official zoning map of the City of Breaux Bridge within thirty (30) days after the adoption of said ordinance.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, that the official zoning map of the City of Breaux Bridge, be amended to reflect the changes to the zoning classification of the lots and the changes to the boundaries of the zoning districts as per the rezoning of lots made pursuant to the adoption of this Ordinance, and that the City Clerk have recorded the district boundary changes on the official zoning map, together with the number of this amending ordinance and the date of its passage within thirty (30) business days of the adoption of said ordinance, as provided for in Sec. 23-3.3 of the Zoning Ordinance.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, that all other ordinances and provisions of the Code of Ordinances for the City of Breaux Bridge, Louisiana, that are in conflict with the provisions hereof are hereby declared to be repealed to the extent any such conflict exists.

BE IT FURTHER ORDAINED by the Board of Aldermen for the City of Breaux Bridge, Louisiana, that the provisions of this ordinance are hereby declared to be severable, and if any provision, word, phrase, or clause of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect the validity of the remaining portions thereof.

      BE IT FURTHER ORDAINED by the Board of Alderman for the City of Breaux Bridge, Louisiana, duly convened in regular session on the 14th day of April, 2026, that this ordinance shall become effective upon signature of the Mayor of the City of Breaux Bridge, Louisiana, the lapse of ten (10) days after receipt of the Mayor of the City of Breaux Bridge, Louisiana without signature or veto, or upon an override of a veto, whichever occurs first.

            UPON MOTION of Ryan Breaux, seconded by Eddy LeBlanc, and upon verification and assurance that the foregoing ordinance was:

  1. Introduced on the 10th day of March, 2026, at the regular meeting of the Mayor and Board of Alderman for the City of Breaux Bridge, Louisiana;
  2. Published, by title, in the official journal of the City of Breaux Bridge, Louisiana, together with the notice of the time and place of its consideration for formal adoption; and
  3. Presented at a public hearing held on the 14th day of April, 2026.

The Board of Aldermen, on the 14th day of April, 2026, adopted Ordinance Number 2325 by virtue of the following votes:

Planning and Zoning Director. Jeremy Broussard fuirther discussed the ordinance to rezone eight lots fronting Parkway Drive being identified as Parcel No. 06901B1333, 06901B1231, 06901B1029, 06901B0826, 06901D4732, 06901D4528, 06901D4727, and 06901D4623 of the St. Martin Parish Assessor, from C-3 Zoning District and a I-1 Zoning District to a C-2 Zoning District and will be put on next month’s agenda.

Upon motion of Albert Menard, duly seconded by Eddy Leblanc and unanimously carried, the Board of Aldermen adopted a Resolution Notice of Acceptance pertaining to the completion of the Water Main Extensions-Gary Drive, Lena Drive, and Goldie Drive for the City of Breaux Bridge, Louisiana.

Resolution of Acceptance

            A resolution authorizing and directing the Mayor to execute for and on behalf of the City of Breaux Bridge, Louisiana an Act of Acceptance from NCMC, LLC of Baton Rouge, LA, Contractor, pertaining to the completion of the Water Main Extensions – Gary Drive, Lena Drive, and Goldie Drive for the City of Breaux Bridge, LA.

            Whereas, NCMC, LLC, as Contractor, has substantially completed the Water Main Extensions – Gary Drive, Lena Drive, and Goldie Drive for the City of Breaux Bridge, Louisiana, in accordance with the plans and specifications contained in the Contract Documents pertaining thereto; and

            Whereas, the City of Breaux Bridge, Louisiana acting through its Mayor and Councilmen, desires to accept the completed work;

            Now, therefore, it be resolved by the Councilmen of the City of Breaux Bridge, Louisiana, acting as the governing authority for the said City of Breaux Bridge, that the Mayor, be and he is hereby empowered, authorized and directed to execute an Act of Acceptance for and on behalf of the City of Breaux Bridge, Louisiana, accepting the work as being complete, and that he be authorized and directed to have a copy of said Acceptance recorded in the Conveyance Records of the Parish of St. Martin, State of Louisiana.

            The foregoing resolution was offered by Albert Menard and

seconded by Eddy LeBlanc.

This resolution having been submitted to a vote, the vote thereon was as follows:

NOTICE OF ACCEPTANCE

            TO ALL WHOM IT MAY CONCERN, and especially to all subcontractors, workmen, laborers, mechanics, and furnishers of materials:

Public Notice is hereby given according to law that the undersigned Owner has accepted, as substantially complete, the work done on the Water Main Extensions – Gary Drive, Lena Drive, and Goldie Drive by NCMC, LLC, Inc., Contractor, under his contract with the City of Breaux Bridge, Louisiana, dated August 5, 2025, and recorded under Book 1822, Page 795 in the Records of the Clerk of Court, Parish of St. Martin, Louisiana;

            All subcontractors, workmen, laborers, mechanics, and furnishers of materials must assert whatever claim they may have against the said Contractor, growing out of the execution of said Contract, according to law, within 45 days from registration hereof.

FURTHER RESOLVED that after the adoption of this Resolution, the City of Breaux Bridge will advertise for bids for said surplus property in accordance with law;
