PROCEEDINGS OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF BREAUX BRIDGE HELD AT CITY HALL, 101 BERARD STREET, AT 6:00 P.M. ON TUESDAY, APRIL 9, 2024.
Mayor Ricky Calais called the meeting to order, the invocation and the Pledge of Allegiance were recited.
Monthly budget-to-actual comparisons on the General Funds, Sales Tax Funds, Park and Recreation Fund and Utility Funds were distributed to the councilmen and Mayor.
Present: Ryan Breaux, Scotty Borel, Albert Menard, Neil Melancon and Eddy Leblanc.
Absent: None
Upon motion of Ryan Breaux, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen added the following item to the agenda:
#15 – Consider authorizing the Mayor to accept the lowest bid on the Cecile
Boulevard Sidewalk Project and authorize Mayor to sign the contract
awarding the bid to CO-D Construction.
Upon motion of Albert Menard, duly seconded by Neil Melancon, and unanimously carried, the Board of Aldermen approved the minutes of the March 12, 2024, City Council Meeting.
Upon motion of Albert Menard, duly seconded by Scotty Borel, and unanimously carried, the Board of Aldermen adopted a resolution proclaiming April to be “Fair Housing Month”.

PROCLAMATION
WHEREAS, Title VIII of the Civil Rights Act of 1968, during the month of April, is an occasion for all Americans – individually and collectively – to rededicate themselves to the principle of freedom from housing discrimination wherever it exists; and
WHEREAS, this law guarantees for each citizen that critical, personal element of freedom of choice – selection of the home, and
WHEREAS, a fair housing law has been passed by the State of Louisiana, and implementation of the law requires the positive commitment, involvement and support of each of our citizens, and
WHEREAS, the department and agencies of the State of Louisiana are to provide leadership in the effort to make fair housing not just an idea, but an ideal for all our citizens, and
WHEREAS, barriers that dimmish the rights and limit the options of any citizen to freely choose a home will ultimately diminish the rights and limit the options of all;
NOW, THEREFORE BE IT RESOLVED; the City of Breaux Bridge does hereby proclaim the month of April 2024 as

Upon motion of Albert Menard, duly seconded by Neil Melancon, and unanimously carried, the Board of Aldermen adopted the Millage Rates for 2024.
CITY OF BREAUX BRIDGE
RESOLUTION
BE IT RESOLVED, that the following millage(s) are hereby levied on the 2024 tax roll on all property subject to taxation by the City of Breaux Bridge:

General Alimony 4.230 mills 5140001
BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of St. Martin, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2024, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Upon motion of Albert Menard, duly seconded by Ryan Breaux, and unanimously carried, the Board of Aldermen introduced Ordinance #2297 (An Ordinance to rezone to a C-2 Zoning District, as described in Chapter 23 0f the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5,11, the portions of the following lots, only to the extent located with a R-1 Zoning District prior to the adoption of this ordinance, which lots are identified by the St. Martin Parish Assessor as Parcel ID Nos. 0690003142, 0690003043, 0690003543, 06901D1665 and 0690003137, all of which are located within the corporate limits of the City of Breaux Bridge; and further to amend the official zoning map of the City of Breaux Bridge as provided for in Sec. 23-3.3, to reflect same: and matters related thereto and in furtherance thereof).
Upon motion of Ryan Breaux, duly seconded by Albert Menard and unanimously carried, the Board of Aldermen introduced Ordinance #2298 (An Ordinance to amend Chapter 6 of the Code of Ordinances by the repeal, amendment, revision, enactment, and/or
re-enactment of Sections 6-16, 6-20, 6-25, 6-26, 6-27, 6-28, 6-29, 6-51, 6-81, 6-82, 6-101,
- d 6-129 regarding buildings and building regulations and matters related thereto).
Upon motion of Albert Menard, duly seconded by Eddy LeBlanc and unanimously carried, the Board of Aldermen introduced Ordinance #2299 (An ordinance to rezone to a R-4 Zoning District, as described in Chapter 23 of the Code of Ordinances, the Zoning Ordinance, at Sec. 23-5.5, each and every lot abutting Richard Street, Sterling Street, William Street, Nettie Street, Skipper Street, and Castille Street, and each and every lot east of Margaret Street and west of Alexander Street and abutting Anderson Street, all of which are located within the corporate limits of the City of Breaux Bridge and more particularly identified as outlined in “red” on map attached hereto and made a part hereof as Exhibit “A,” and further to amend the official zoning map of the City of Breaux Bridge, as provided for in Sec. 23-3.3, to reflect same; and matters related thereto and in furtherance thereof.)
Upon motion of Albert Menard, duly seconded by Neil Melancon and unanimously carried, the Board of Aldermen introduced Ordinance #2300 (An ordinance to amend Chapter 23 of the Code of Ordinances, the Zoning Ordinance, by the repeal, amendment, revision, enactment, and/or re-enactment Sections 23-5.10, 23-5.10.a, and 23-5.12 regarding zoning regulations applicable to C-1 and C-3, concerning neighborhood mixed districts and downtown business district, and matters related thereto.)
Upon motion of Albert Menard, duly seconded by Scotty Borel, and unanimously carried, the Board of Aldermen authorized Mayor to accept the lowest bid on the Cecile Boulevard Sidewalk Project and authorize Mayor to sign the contract awarding the bid of $234,537.00 to CO-D Construction.
Upon motion of Albert Menard, duly seconded by Ryan Breaux and unanimously carried, the Board of Aldermen adjourned the meeting.
